Collaborative Mechanisms and Dilemma Between Government Assistance and Charity Assistance:Taking the Application of Medical Insurance in County J for Poverty Prevention as an Example
The high-quality development of social assistance is related to the realization of the goals of guaranteeing people's livelihoods and achieving common prosperity.Currently,there are many factors constraining the high-quality development of governmental and charitable assistance.On the one hand,the number and coverage of government assistance continues to shrink,and the dynamic management of the minimum subsistence guarantee,while reducing the phenomenon of"wrongly insured",increases the risk of"omission",weakening the function of social assistance as a guarantor of the bottom line,so that there is an urgent need for charitable assistance to expand its coverage.On the other hand,the scale of financial input and the low level of government assistance can hardly meet the actual needs of low-income groups,and charitable assistance is needed to supplement.Taking the application of medical insurance against poverty in County J as an example,this paper explores the synergistic linkage mechanism between governmental aid and charitable aid in China and analyzes the dilemma of the synergistic linkage between the two in terms of the participation of the main body,information sharing,resource integration,process management,service provision,and communication and dialogue.It is found that the social assistance policy is under multiple institutional orders such as administrative logic,market logic and social logic due to the different participating subjects.Only by continuously reconciling the multiple institutional logics of the participation of multiple subjects in social assistance can we promote the innovation of social assistance governance mechanisms and prevent the occurrence of assistance failures.
