政策性农业保险能够引导新型农业经营主体农药减施吗?——以我国9省723个经营主体为例

为探讨政策性农业保险对新型农业经营主体农药施用行为的影响,文章基于我国9省723份问卷调研数据,构建2SLS回归模型,实证探讨了政策性农业保险对新型农业经营主体农药施用的影响,并采用PSM、分位数回归等方法进行稳健性检验及异质性分析。结果表明:购买政策性农业保险的新型农业经营主体,其每亩地农药施用费用较未购买农险的新型农业经营主体减少48。9%。异质性分析发现,购买政策性农业保险的专业大户,其农药减施效果最大且显著。现阶段农药施用越多的新型农业经营主体,政策性农业保险对其农药减施效果越强。值得关注的是,数字普惠金融发展水平对新型农业经营主体农药施用存在正向影响。因此,将政策性农业保险目标与农业绿色生产目标相统一,"扩面、增品"经济作物保险;重点关注农药施用在80%分位点以上的新型农业经营主体设计农业保险产品;进一步培育提升数字金融高发展水平地区的新型农业经营主体"绿色素养"。
Can Policy-Oriented Agricultural Insurance Guide Large-Scale Agricultural Operators To Reduce Pestcide Application?——Taking 723 Operators in 9 Provinces in China as an Example
To explore the impact of policy-oriented agricultural insurance on the pesticide application behavior of large-scale agricultural operators,this study constructs a 2SLS regression model based on 723 questionnaires in 9 provinces in China.The influence of policy-oriented agricultural insurance on the pesticide application of large-scale agricultural operators was empirically explored,and the robustness tests and heterogeneity analysis were conducted by using PSM and quantileregression.The results show that the pesticide application cost per mu of land of large-scale agricultural operators that purchase policy agricultural insurance is 48.9% less than who do not purchase agricultural insurance.Heterogeneity analysis found that large professional households that purchased policy agricultural insurance had the largest and significant pesticide application reduction effect.The more pesticides are applied,the stronger the pesticide reduction effect of policy-based agricultural insurance is.It is noteworthy that the development level of digital financial inclusion has a positive effect on pesticide application by large-scale agricultural operators.Therefore,it is important to harmonize the policy-based agricultural insurance objectives with the objectives of green agricultural production,"expand the coverage and increase the products"of cash crop insurance;focus on the design of agricultural insurance products for large-scale agricultural operators with pesticide application above the 80%quartile;further cultivate and enhance"green literacy"of the large-scale agricultural operators in areas with high levels of digital financial development.
