Study on the Intergenerational Differences in the Impact of Vocational Skills Training on Workforce Unemployment Risk
Based on the mixed cross-section data of China General Social Survey(CGSS)in 2013,2015,2017 and 2019,this paper empirically analyzes the impact of vocational skills training on the unemployment risk of the post-70s,80s and 90s labor force.The research shows that:the penetration rate of vocational skills training is low,and the difference between generations is significant.More than half of the labor force did not participate in vocational skills training,and the proportion of the young generation participate in vocational skills training is relatively high;The potential unemployment risk of the labor force is high,and the difference between generations is significant.On average,23.7%of the labor force has the risk of unemployment,the post-70s labor force has the risk of unemployment,the post-80s labor force has the risk of unemployment,and the post-90s labor force has the risk of unemployment.The protection effect of vocational skills training on the unemployment risk of the post-70s labor force is the largest,the protection effect on the unemployment risk of the post-90s labor force is the least,and the protection effect on the unemployment risk of the post-80s labor force is the second.The unemployment risk of the labor force is significantly heterogeneous,and the risk of unemployment is greater for the male labor force,the labor force with lower education level,less work experience and no labor contract.The policy implication is:strengthening the vocational skills training of the labor force,especially strengthening the vocational skills training of male,less educated,less experienced and older labor force,can achieve the effect of unemployment risk management.At the same time,the relevant government departments regulate the employment system of enterprises and improve the labor contract signing rate,which can also effectively reduce the risk of unemployment.
