Construction of Innovative Provinces:Evaluation and Countermeasures
Based on the national guidelines for building innovation-oriented provinces and the core connotation of the concept of innovative development of socialism with Chinese characteristics,this paper proposes an evaluation index system for the construction of innovation-oriented provinces combined with authoritative scientific and technological work indicators at home and abroad,and uses TOPSIS method to effectively evaluate the construction process of innovation-oriented provinces in China.The results show that the construction of innovative provinces presents the status quo of unbalanced development among regions and obvious polarization within regions.The reason is that talent is the biggest innovation factor,and the mismatch between innovation ability,economic development level and innovation competitiveness is prominent.In the context of innovation-driven strategy,we should not only uphold that innovation is the primary driving force for development and enhance innovation competitiveness,but also insist on improving the working mechanism of talents to build a solid foundation of human factors for innovation ability.At the same time,we should strengthen the construction of institutions and mechanisms with scientific and technological innovation as the core,improve regional innovation capacity,and provide institutional guarantee for promoting the construction of innovative provinces with high quality.
