It has sufficient,reliable theoretical basis for Environmental resources law to establish the principle of observing by natural law,including deciding consciousness by material,ecological centrism,natural ecosystem theory,theory that man is an integral part of nature and the Tao follows nature of the Chinese traditional culture.The principle of observing the natural law is the cornerstone and fundamental of the Law of Environmental and Resources,and directly reflects the unique attributes of the Environmental and Resources Law.It is necessary to establish it as the basic principle.The principle of observing the natural law is the basic,fundamental and universal standards of environmental resources law,and it is the foundation of environmental resources fairness and justice,it has guidance and restriction effects for legal norms of the environmental and resources law,it has an extremely wide applicability,It is the concentrated embodiment of the basic attributes of the environmental and resource law,it is the key to ecological rational rule of law.The principle of observing by natural law requires people do not violate the natural law,obey and reasonably use the natural law,including the overall solution of environmental resources,not changing the natural state of the ecosystem only if necessary,reasonably enjoying ecological system services,maintaining and guaranteeing the dynamic balance of ecological system,scientific playing the role of ecological capital.
