Research on the Impact of the E-Commerce"Double Pilot"Policy on the Regional Economic Disparities
Under the development pattern of the new era,the regional economic disparities is still an important issue for China,and the e-commerce is expected to become one of the breakthroughs.Based on the panel data of 284 prefecture-level and above cities from 2003 to 2022,the paper takes the national e-commerce demonstration city and cross-border e-commerce industrial policy as e-commerce"double pilot"policy,and adopt the inter-period difference-in-differences(DID)model to empirically investigate the impact and mechanism of the policy on the regional economic disparities.The results show that,the e-commerce"double pilot"policy could significantly narrowed the regional economic disparities,and it is still valid after taking identification hypothesis tests and robustness tests.Compared with the implementation of"single pilot"policy,the inhibiting effect of the e-commerce"double pilot"policy is more significant.The regional economic disparities narrowing effect of the e-commerce"double pilot"policy was more significant in non-northeast cities,commercial charm cities,non-resource-based cities and resource-based cities.The e-commerce"double pilot"policy narrows the regional economic disparities by optimizing resource allocation,promoting market integration and promoting technology diffusion.This study reveals the practical significance of e-commerce pilot policy in narrowing the regional economic disparities,and provides a feasible policy reference for realizing the coordinated development of regional economy and high-quality development of e-commerce.
