Why Does the Cooperative Network of Social Organization Pair to Help Fall into Organizational Suspension——Based on the Analysis of Y Community Foundation's"Public Welfare Village"Construction Project
Why does the cooperative network of pair help fall into the dilemma of organization suspension?Existing experience and theory have analyzed the embeddedness strategies of social organizations to overcome externality constraints,but the effectiveness of embeddedness cannot represent the sustainability of cooperative network construction,let alone the dynamic evolution of the relationship forms among actors in pairing help.Through the organic combination of the actor network theory and the structural hole theory,the theoretical analysis framework is constructed,and the diachronic observation is made on the construction project of"public welfare village"of Y Community Foundation.It is found that the village secretary occupies the structural hole of the actor network and becomes the information intermediary for the negotiation between social organizations and villagers,playing a regulating role in the translation process and influencing the relationship between actors.In this process,the role change of the village secretary from"bridge"to"gateway"triggered the information imbalance in the translation process,resulting in consensus divergence,interest differentiation,trust erosion and relationship decoupling between the two sides,and finally falling into the organizational suspension dilemma of internal and external separation.This shows that rural society is composed of different actors,not monolithic aggregates,and the effective integration of external governance subjects needs to strengthen the flow of information in the process of translation,so as to realize the new endogenous development of rural"external development promotes endogenous and internal and external integration".
