National parks are pivotal in advancing ecological civilization in China,and establishing a stable and effective financing mechanism is essential for their construction and operation.Empirical studies reveal numerous issues within the current national park financing system,hindering the functionality and sustainable development of national parks.This research identifies key problems in the current national park financing mechanisms through empirical analyses of central and local financial inputs and other funding sources.Based on these findings,it examines the principles that should guide the financing mechanisms for national parks.This study proposes normative recommendations to enhance the financing mechanisms,including defining the financial rights and expenditure responsibilities of central and local governments,clarifying fiscal transfer and payment systems,exploring diversified and sustainable financial guarantee mechanism,and establishing an effective supervision and incentive system for fund usage.Establishing a solid legal framework for national park financing mechanisms will provide a legal basis for the rational allocation and efficient use of resources within these parks.
