农业保险数字化的历史演进、理论逻辑与未来展望

在锚定建设农业强国目标下,如何利用数字技术成为农业保险发展的新动能,是新时期农业保险高质量发展的重要议题。首先,从大历史观角度出发,中国农业保险数字化经历了由"手工作业时代"到"互联网时代"再到"人工智能时代"的长期演进,数字技术对农业保险发展的带动作用逐渐凸显。其次,从理论逻辑角度出发,文章创新性地将数字化转型理论引入TOE理论逻辑框架中,构建了"技术—组织—结构—环境"四个层次的农业保险数字化综合性分析框架,发现数字技术通过"数据效应"和"联动效应",即支持组织运行边界不断拓展和交叉融合、重塑业务模块、业务流程以及战略目标等方面,促进农业保险价值再创造。基于此,未来中国农业保险数字化可以聚焦于拓宽农业保险数据领域归集渠道、完善农业保险数字化顶层规划等重点领域,有助于实现农业保险高质量发展。
Historical Evolution,Theoretical Logic and Future Prospects of Digitization of Agricultural Insurance
Under the goal of anchoring the construction of an agricultural power,how to use digital technology to become a new driving force for the development of agricultural insurance is an important issue for the high-quality development of agricultural insurance in the new era.First of all,from the perspective of big history,the digitalization of China's agricultural insurance has experienced a long-term evolution from the"manual age"to the"Internet age"and then to the"artificial intelligence age",and the driving role of digital technology on the development of agricultural insurance has gradually become prominent.Secondly,from the perspective of theoretical logic,this paper innovatively introduces the theory of digital transformation into the TOE theoretical logic framework,constructs a comprehensive analysis framework of agricultural insurance digitalization at four levels of"technology-organization-structure-environment",and finds that digital technology can improve the quality of agricultural insurance through"data effect"and"linkage effect".It supports the continuous expansion and cross-integration of organizational operation boundaries,reshaping business modules,business processes and strategic objectives,and promotes the re-creation of agricultural insurance value.Based on this,China's agricultural insurance digitalization in the future can focus on key areas such as expanding the collection channels of agricultural insurance data and improving the top-level planning of agricultural insurance digitalization,which will help achieve high-quality development of agricultural insurance.
