摘要
在后真相时代的系统情境中,后真相与政治极化、深度伪造、虚假信息和数字鸿沟等诸多问题深度互构、相互纠缠且互为因果,导致美国社会逐渐深陷基本事实与理念相左乃至对立的恶性循环.通过重复且高质量的战略互动和公开讨论,美国战略界就"真相衰退"及其治理的复杂性、全局性、紧迫性和重要性等达成基本共识.现阶段美国战略界讨论的重点在于"真相衰退"将会以何种模式、机制和渠道作用于国家安全和社会稳定,以及相应地如何对"真相衰退"进行规制和解决.
Abstract
In the system context of the post-truth era,post-truth and Political Po-larization,Deepfakes,Disinformation and Digital Divide are deeply inter-twined and mutually causal.As a result,American society has gradually fallen into a vicious cycle of disagreement and even opposition between bas-ic facts and ideas.Through repeated and high-quality strategic interactions and public discussions,the U.S.strategic community has reached a basic consensus on the complexity,comprehensiveness,urgency,and impor-tance of the"Truth Decay"and its governance.At present,the U.S.stra-tegic community is focusing on the modes,mechanisms,and channels through which the"Truth Decay"will act on national security and social stability,and accordingly,on how to regulate and solve the"Truth De-cay.
