摘要
2021年1月至2023年1月,共有12家机构在美国司法部登记为台湾"代理人"并进行游说活动,其中多数与台渊源较深.台"代理人"围绕美国和中国台湾政要互动、经贸及防务、涉台立法、涉台舆论、新冠疫情及台谋求加入世界卫生组织等议题对117届国会展开游说.相比众议员、非现任议员和共和党议员候选人,台"代理人"更倾向于为参议员、现任议员和民主党议员候选人捐款.台"代理人"的游说活动在议员拥有自主权的领域取得一定成效,但也受到美国联邦政府行政分支的考量、国际形势及游说机构工作效率等因素制约.
Abstract
During the period of the 117th U.S.Congress(January 3,2021-Jan-uary 3,2023),12 entities had registered as Foreign Agents and lobbied for the interests of Taiwan.According to the reports submitted to the U.S.Department of Justice by these agents,their lobbying efforts had focused on issues of trade,health,legislation and people-to-people interactions be-tween the United States and Taiwan.These entities had contacted 72.7%of members of the 117th Congress,an average of 2.8 times for each mem-ber during that period.In terms of connections,Taiwan agents preferred members of the Republican Party,Congressional leadership,Senate and House Foreign/Homeland Security Committees and Taiwan Caucuses,as well as chairmen and ranking members of House permanent committees.During the same period,these representatives had received about $ 3.95 million from Taiwan principles and donated about $1.01 million to con-gressional candidates,party campaign committees and various political ac-tion committees,with each member of the Congress receiving about $ 1,809 on average.In terms of political donations,Taiwan agents preferred in-cumbent and Democratic members of Congress.These entities had achieved some but not all of their lobbying goals.Taiwan agents had been approac-hing newly-elected congressional party leaders and members in order to off-set the loss of connections due to the 2022 midterm elections and to main-tain their influence on the U.S.Congress.
