摘要
"混合战略"是指融合使用多种战略手段,以非战争形态实现竞争性政治目标的方略,具有多维性、融合性、对抗性和模糊性等概念特征.特朗普政府第一任期内美国在太平洋岛国地区的对华竞争,即是美国对"混合战略"的实践.在这一时期,为了服务于全方位对华竞争的战略目标,弥补该战略目标与有限可用资源之间的差距,美国在太平洋岛国地区有意识地实施"混合战略".具体而言,美国融合使用外交介入、信息传播、军事安全合作部署和基建外交等多种手段,特别是强化对华体系性制衡、话语诋毁与情报手段三种手段的结合,加强太平洋岛屿军事化,针对基建外交敏感领域和项目进行阻挠破坏,融合各种战略手段,全方位展开对华竞争.
Abstract
"Hybrid strategy"refers to integrating various strategic means to a-chieve competitive political goals in non-war forms.It has the concept characteristics of multi-dimension,integration,rivalry and ambiguity.The first-term Trump administration's competition with China in the Pacific Islands countries is a practical application of"hybrid strategy."In order to maintain the all-round hegemonic order and to compensate for the gap be-tween the strategic goal and limited available resources,the United States,in the Trump administration's first term(2017-2021),carried out a hybrid strategy in the Pacific Islands Region by making integrated use of multidis-ciplinary methods including foreign affairs engagement,information sprea-ding,military deployment,security cooperation and infrastructure diploma-cy,in particular,hybridizing various strategic means such as systematically balancing,discourse denigration combined with intelligence,the Pacific islands militarization to sabotage sensitive areas and projects of infrastruc-ture diplomacy and compete with China in an all-round way.
