The evaluation of development potential is an important prerequisite and means to measure the ability of the follow-up development of smart tourism cities,among which a reasonable index system and evaluation method are very important.Aiming at the characteristics of the interaction between the quality of the participants themselves and the internal and external environment,and the difficulty of classification and difficult to measure,this paper puts forward a hesitant fuzzy Target model based on the PS-DR-DP framework.Firstly,based on the PS-DR-DP framework,the in-dex system to evaluate the three dimensions of the development potential of smart tourism city is put forward.Second-ly,based on the hesitant fuzzy set,combining the problem target and data characteristics,the target principle and com-promise evaluation rules are applied comprehensively,and a hesitant fuzzy Target model of the potential evaluation of intelligent tourism urban development is constructed.Finally,four typical smart tourism cities in Yunnan Province(Kunming,Dali,Lijiang and Xishuangbanna)are evaluated for development potential,and the advantages and disad-vantages of their development potential are analyzed,which provides a decision-making reference for the development and management of smart tourism cities.
