Complex system coordination measure is an important tool for complex system analysis.This study innova-tively combines intuitionistic fuzzy sets(IFS)with TODIM method and constructs a complex system coordination degree measurement model based on IFS-TODIM method.The model uses the intuitionistic fuzzy set to express the fuzzy information in the evaluation indexes,and at the same time integrates the dynamic development advantage of the system by the TODIM method,which solves the problems of limited information expression space and inability to adapt to the dynamic changes of the system in the traditional distance-based coordination degree measurement model.Finally,this study measures the coordination degree of each subsystem and comprehensive coordination,in the smart city polycentric governance complex system in Shanghai as an empirical case,and proves the feasibility and effectiveness of this model.
