全过程人民民主是全链条、全方位、全覆盖的民主.全链条、全方位、全覆盖既是对全过程人民民主内在特征的形象概括,同时也是对全过程人民民主程序、主体、客体的深刻把握.具体而言,全链条是强调全过程人民民主程序的完整性,即以民主选举、民主协商、民主决策、民主管理、民主监督为实践链条,有序推进人民群众行使民主权利,它是对西方资本主义国家"断点式"民主的超越;全方位是强调全过程人民民主主体的全面性,即注重发挥党委、人大、政府、政协在人民民主全过程实践图景中的重要作用,以此保障人民当家作主的社会主义本质,它是对西方资本主义国家"空心化"民主的超越;全覆盖是强调全过程人民民主客体的广泛性,即将人民群众民主权利的作用场域涵盖国家和社会的方方面面,通过人民群众依法行使广泛的民主权利,充分有效地参与管理经济、政治、文化、社会、生态等领域的相关事务,它是对西方资本主义国家"有限性"民主的超越.
Abstract
The whole process of People's democracy is democracy with a full chain,a full range and full coverage.Full chain,all-round and full coverage is both a graphic summary of the intrinsic characteristics of people's democracy in its entirety and a profound grasp of the procedures,subjects and objects of people's democracy in its entirety.Specifically,the full chain emphasizes the completeness of the whole process of people's democracy,i.e.,democratic election,democratic consultation,democratic decision-making,democratic management,and democratic supervision as the practice chain,and the orderly promotion of the people's exercise of their democratic rights,which is a transcendence of the"broken-point"democracy of the Western capitalist countries.Comprehensively emphasizing the comprehensiveness of the people's democratic subject throughout the entire process,that is,emphasizing the important role of the Party Committee,the National People's Congress,the government,and the Chinese People's Political Consultative Conference in the practical landscape of the people's democracy throughout the entire process,in order to ensure the socialist essence of the people being the masters of the country.It is a transcendence of the"hollowing out"democracy of Western capitalist countries.Full coverage emphasizes the universality of the object of people's democracy throughout the entire process,that is,the scope of the people's democratic rights covers all aspects of the country and society.Through the exercise of broad democratic rights by the people in accordance with the law,they fully and effectively participate in the management of related affairs in economy,politics,culture,society,ecology,and other fields.It is a transcendence of the"limited"democracy of Western capitalist countries.
