摘要
党建引领作为中国式基层治理的基本方式,是新时代基层治理模式的重大创新,但在理论与实践层面,还存在许多亟待解答的问题.基于对中国基层治理成功经验的总结与回溯,以及对党建引领机制生成的历史脉络的梳理,可以看出,党建引领作为基层党组织在基层治理过程中有效发挥领导作用的一种特定方式,与中国式基层治理现代化有着内在的逻辑统一性.要不断完善党建引领机制,通过法治方式发挥党基层组织的政治与组织功能,将信息反馈机制贯穿于党建引领基层治理全过程,把治理驱动力与群众现代性治理需求相结合,打造现代化基层治理共同体.
Abstract
As a fundamental way of Chinese-style grassroots governance,party-building guidance is a significant innovation in the model of grassroots governance in the new era.However,there are still many problems to be addressed both theoretically and practically.Based on the reflection and retrospection of the successful expe-riences of Chinese-style grassroots governance,as well as the sorting out of the historical context of the gen-eration of the mechanism of the party-building guidance,it can be seen that party-building guidance,as a specific way for the grassroots Party organizations to effectively play a leading role in the process of grassroots governance,has an inherent logical unity with the modernization of Chinese-style grassroots governance.It is necessary to continuously improve the mechanism of party-building guidance,give full play to the political and organizational functions of the grassroots Party organizations through the rule of law,integrate the infor-mation feedback mechanism into the whole process of Party-building guiding grassroots governance,combine the driving force of governance with the modern governance needs of the masses,and build a modern commu-nity of grassroots governance.
