摘要
全过程人民民主制度是由根本制度、基本制度、重要制度、具体制度构成的制度体系,呈现出全面、广泛、有机衔接的结构关系,具有话语表征、实践形塑、价值规引等重要功能.从制度生成、制度体系、制度特性和制度效能等方面来看,全过程人民民主制度具有显著优势,破除了对西式民主制度优越论的迷思.新征程上,我们要坚定制度自信、推进制度健全,进一步提升全过程人民民主制度的适应性、增强全过程人民民主制度的可操作性、促进全过程人民民主制度的发展性,不断提高全过程人民民主制度化、规范化、程序化水平.
Abstract
The system for whole-process people's democracy is an institutional system composed of fundamental,basic,important and specific systems,showing a comprehensive,extensive and organically articulated struc-tural relationship,with important functions such as discourse representation,practice shaping and value guid-ance.From the perspectives of system generation,institutional system,system characteristics and system ef-fectiveness,the system for whole-process people's democracy has significant advantages,dispelling myths a-bout the superiority of Western-style democratic systems.On the new journey,we must strengthen our confi-dence in the system,promote the system improvement,further enhance the adaptability of the system for whole-process people's democracy,make it more operable,promote the development of the system,and con-tinuously raise the level of institutionalization,standardization and proceduralization of whole-process people's democracy.
