习近平继承和发展了毛泽东"党领导一切"的思想,就党的领导地位、原则、方式和保障等提出一系列新论断,进一步回答了"党为什么要领导一切、党如何领导一切"的重大问题.一是坚持党的领导核心地位,创造性提出"最本质特征论""最大制度优势论""最高领导力量论".二是坚持党中央集中领导,明确党中央集中统一领导是最高政治原则.三是坚持党的统一领导,全面系统整体落实党的领导.四是坚持建设伟大工程,以全面从严治党保障党的领导.习近平对毛泽东"党领导一切"思想的创新发展,体现了新时代党的领导理论、实践和制度创新的重大成果,彰显了以党的领导为首要内容的新时代党的创新理论的原创性贡献,是新征程上坚持和加强党的全面领导的根本遵循.
Abstract
Xi Jinping has inherited and developed Mao Zedong's thought of"the Party exercising overall leader-ship",has proposed a series of new judgments on the Party's leading position,principle,methods and guar-antee,and has further answered the major questions of"why the Party should exercise overall leadership,and how the Party should exercise overall leadership".Firstly,Xi Jinping upholds the core leadership posi-tion of the Party,and creatively proposes the"most essential characteristic theory",the"biggest system ad-vantage theory",and the"highest force of leadership theory".Secondly,he adheres to the centralized lead-ership of the Party Central Committee,and clarifies that centralized and unified leadership of the Party Cen-tral Committee is the highest political principle.Thirdly,he adheres to the unified leadership of the Party and implements the Party's leadership in a comprehensive,systematic,and integrated way.Fourthly,he ad-heres to constructing the great project and ensures the Party's leadership through exercising full and rigorous governance over the Party.Xi Jinping's innovative development of Mao Zedong's thought of"the Party exerci-sing overall leadership"has reflected the significant achievements of the Party's leadership theory,practice,and institutional innovation in the new era,has highlighted the original contribution of the innovative theory of the Party in the new era with the Party's leadership as its primary content,and is the fundamental principle we should follow for upholding and strengthening the overall leadership of the Party on the new journey.
