国外减污降碳经验对我国的启示

摘要
从能源结构角度出发对发达国家减污降碳的经验进行分析,从能源品种减污降碳效果分析可知,减煤、减油、增气、发展可再生能源的先清洁、再低碳、最后无碳化路径是发达国家已经证实的能源转型路线.将中国的空气污染物标准限值和污染物实测值与国外发达国家进行对比,从二氧化碳排放量等角度对中国面临的减污降碳现状进行分析,认为中国高碳高污染的症结是对煤炭的高度依赖.借鉴发达国家减污降碳的经验,总结出先清洁、再低碳、最后无碳化的路径是中国减污降碳的较好路径.
Abstract
From the perspective of energy struc-ture,the experience of developed countries in reducing pollution and carbon emissions is analyzed.From the analysis of the pollution reduction and carbon reduction effects of different energy sources,it can be seen that the path of reducing coal,reducing oil,increasing gas,and developing renewable energy is first cleaning,then low-carbon,and finally non carbonization,which has been proven by developed countries for energy transfor-mation.By comparing China's air pollutant standard limits and measured values with developed countries a-broad,and analyzing the current situation of pollution reduction and carbon reduction from the perspective of carbon dioxide emissions,it is believed that the crux of China's high carbon and high pollution is its high de-pendence on coal.Drawing on the experience of devel-oped countries in reducing pollution and carbon emis-sions,it is concluded that the path of first cleaning,then low-carbon,and finally non-carbonization is a bet-ter path for China to reduce pollution and carbon emis-sions.
