在役燃气门站无人值守改造经济效益评价

通过现场调研并开展改造功能需求分析,确定了在役燃气门站实施无人值守改造后应具备的功能.分析燃气门站改造前后成本及收益变化,根据增量成本及收益建立了经济效益评价指标体系.结合现金流量法,构建了经济效益评价模型,对典型在役燃气门站无人值守改造项目开展经济效益评价.结果表明:该在役燃气门站无人值守改造项目财务净现值为603.27 × 104元,财务内部收益率为25.02%,赢利能力良好.项目的财务净现值与人力成本节约呈正相关,与改造投资、日常巡检维护费、供气规模呈负相关.各敏感因素对项目经济效益的影响顺序由大到小为人力成本节约、改造投资、日常巡检维护费、供气规模.
Economic Benefit Evaluation of Unmanned Renovation of In-service Gas City Gate Stations
Through on-site investigation and a-nalysis of the functional requirements for the renova-tion,the functions that should be possessed after the unmanned renovation of the in-service gas gate station have been determined.The changes in costs and bene-fits before and after the renovation of gas city gate sta-tion are analyzed,and an economic benefit evaluation index system is established according to the incremen-tal costs and benefits.Combined with the net cash flow method,an economic benefit evaluation model is con-structed to evaluate the economic benefit of a typical unmanned renovation project of in-service gas city gate station.The results show that the financial net present value of the unmanned renovation project of in-service gas city gate station is 603.27 x 104 yuan,with a finan-cial internal rate of return of 25.02%and good profit-ability.The financial net present value of the project is positively correlated with labor cost savings,and nega-tively correlated with renovation investment,daily in-spection and maintenance costs and gas supply scale.The order of influence of various sensitive factors on the economic benefit of the project,from large to small,is labor cost savings,renovation investment,daily inspec-tion and maintenance fees and gas supply scale.
