摘要

从政策层面、技术层面分析国外泄漏检测与修复(LDAR)技术研究现状,指出技术指导文件相同点与不同点,分析开展LDAR的成本效益.通过分析国内相关政策和标准、我国城镇燃气厂站开展LDAR的背景及开展LDAR的具体流程,研究LDAR在城镇燃气厂站的应用,建议研究符合中国本土化特征的甲烷排放量计算公式,提出城镇燃气企业应全面开展LDAR,并有计划地实施甲烷减排措施,助力完成"双碳"战略任务.

Abstract

The current research status of leak-age detection and repair(LDAR)technology in foreign countries from both the policy and technical perspec-tives,the similarities and differences in the technical guidance documents are pointed out,and the cost-effec-tiveness of conducting LDAR is analyzed.By analyzing relevant domestic policies and standards,the back-ground of LDAR implementation in urban gas plants and stations in China,and the specific process of LDAR implementation,the application of LDAR in urban gas plants and stations is studied.It is suggested to study the methane emission calculation formula conforming to Chinese localization characteristics.It is proposed that urban gas enterprises should comprehensively carry out LDAR and implement methane emission reduction measures in a planned manner to help complete the"dual carbon"strategic task.
