聊城农村清洁供暖天然气保供能力分析

分析城镇燃气企业的采购成本上升、居民气价倒挂问题加深的原因.以聊城地区为例,分析农村清洁供暖面临的问题,针对城镇燃气企业面临的窘境、气源配置与供气能力不足等问题提出对策.现阶段,我国天然气对外依存度居高不下,上游居民供气量不透明,给农村清洁供暖"煤改气"地区的供气保障带来极大挑战.城镇燃气企业居民用气价格倒挂严重,进一步加重城镇燃气企业的亏损,特别是居民用气居多的中小型城镇燃气企业.随着"煤改气"用户购气费用补贴政策退潮、天然气购气成本进一步上涨等因素叠加,聊城城镇燃气企业气价倒挂问题进一步加深.聊城气源较为单一,且供气能力有限,急须开拓新气源.聊城农村部分地区天然气管网供气能力不足,影响居民冬季清洁供暖用气.
Analysis of Natural Gas Supply Capacity for Clean Heating in Liaocheng Rural Area
The reasons for the rising procure-ment cost of urban gas enterprises and the deepening of residential gas price inversion are analyzed.Taking Li-aocheng area as an example,the problems faced by ru-ral clean heating are analyzed,and countermeasures a-gainst the dilemma faced by urban gas enterprises,such as insufficient gas source configuration and gas supply capacity and so on are put forward.At this stage,Chi-nas dependence on foreign natural gas remains high,and the gas supply to upstream residents is not trans-parent,which brings great challenges to the gas supply guarantee in rural clean heating"coal-to-gas"areas.The residential gas prices of urban gas enterprises are seriously inverted,which further aggravates the losses of urban gas enterprises,especially small and medium-sized urban gas enterprises with the majority of residen-tial gas.With the ebb of the subsidy policy for gas pur-chase costs of"coal-to-gas"users and the further rise in the cost of natural gas purchase,the problem of gas price inversion of urban gas enterprises in Liaocheng has further deepened.Liaocheng gas source is relative-ly single,and the gas supply capacity is limited,so it is urgent to develop new gas sources.In some rural areas of Liaocheng,the gas supply capacity of the natural gas pipeline network is insufficient,which affects the clean heating gas used by residents in winter.
