摘要
将"节能减排财政政策综合示范城市"试点政策作为准自然实验,基于2006-2019年中国282个地级市的面板数据,通过渐进双重差分法评估了绿色财政政策的实施对城市碳排放效率的影响作用.研究结果表明,示范城市政策的实施可以显著促进城市碳排放效率的提升,这一结论在经过平行趋势、安慰剂及其他稳健性检验后仍然成立.机制分析表明,示范城市政策主要通过提高城市技术创新能力、优化城市产业结构、降低城市化石能源消耗来提高城市碳排放效率.异质性分析结果表明,示范城市政策的实施显著提高了中西部城市以及资源型城市的碳排放效率.研究结果对于进一步推动绿色财政体系建设和实现我国生态环境保护与经济高质量发展双赢提供了重要的经验证据和政策启示.
Abstract
Taking the pilot project of"Comprehensive Demonstration Cities of Fiscal Policy on Energy Conservation and Emission Reduction"as a quasi natural experiment,this paper conducts an empirical analysis of the impact of the green fiscal policies on urban carbon emission efficiency through the staggered Difference-in-Difference model based on panel data from 282 prefecture-level cities in China from 2006 to 2019.The results show that the demonstration city policies can significantly promote urban carbon emission efficiency which still hold after parallel trend test,placebo test,and other robustness tests.The mechanism analysis shows that demonstration city policies improve urban carbon emission efficiency by enhancing urban technological innovation capabilities,optimizing urban industrial structure,and reducing urban fossil energy consumption.The heterogeneity analysis indicates that the demonstration city policies has significantly improved the carbon emission efficiency of central and western cities as well as resource-based cities.This study provides important empirical evidence and policy implications for further promoting the construction of green fiscal system and achieving a win-win situation for ecological environment protection and high-quality economic development in China.
