全球供应链对煤炭开采稀缺性的驱动机制研究

摘要
煤炭是重要的化石能源和工业原料,快速社会经济发展和全球化导致了煤炭稀缺性问题的出现.然而全球供应链对煤炭开采稀缺性的驱动机制(如关键地区或部门和关键贸易关系)尚不清晰,无法为缓解煤炭稀缺性的政策决策指出着力点.从生产端视角量化了各地区煤炭开采稀缺性,并结合全球环境扩展的多区域投入产出模型,从消费端和中介端视角识别全球供应链中驱动煤炭开采稀缺性的关键地区或部门和贸易关系.结果表明,英国和挪威等地区的生产端煤炭开采稀缺性最为突出;在消费端视角下,罗马尼亚的公共行政和国防服务部门等对全球煤炭开采稀缺性有重要驱动作用;在中介端视角下,中国的焦炉焦炭部门等对全球煤炭开采稀缺性的供应链隐含流动有重要传输作用.本研究同时识别了关键的国内和国际跨部门贸易关系.研究结果从多视角为缓解全球煤炭资源短缺的政策决策指出着力点,为地区部门间合作以减缓全球煤炭开采稀缺性提供科学支撑.
Abstract
Coal is an important fossil energy source and industrial raw material.Rapid socio-economic development and globalization have led to coal scarcity.However,the driving mechanism of global supply chains to coal mining scarcity(e.g.,key regional sectors and key trade relationships)remains unknown.This cannot provide hotspots for policy decisions to mitigate coal mining scarcity.This study quantifies coal mining scarcity in each region from the production side.Key regional sectors and trade relationships in global supply chains driving coal mining scarcity from the consumption and betweenness sides are identified based on global environmentally extended multi-regional input-output model.The results show that the United Kingdom and Norway are among the most prominent regions facing coal mining scarcity from the production side.From the consumption side,"Public administration and defence services"sector in Romania is an important driver of global coal mining scarcity.From the betweenness side,the"Coke oven coke"sector in China is an important transmitter of the embodied coal mining scarcity in global supply chains.This study also identifies key domestic and international inter-sectoral trade relationships.The findings provide hotspots for policy decisions on the mitigation of global coal mining scarcity.They also lay scientific foundation for the interregional and inter-sectoral cooperation to reduce global coal mining scarcity.
