摘要
职业健康安全管理体系(ISO 45001)是国际标准化组织发布,国际上流行的现代安全生产管理体系;安全生产标准化(GB/T 33000-2016)则是由我国发布,为提升我国企业安全管理水平,要求企业强制实施的一种安全管理体系.近年来,安全生产标准化与职业健康安全管理体系已被很多企业认可并得到广泛运用,但并不融合,极大地限制了企业安全生产工作的进行,给企业的安全管理工作带来不便.通过对两管理体系要素的对比分析、融合的必要性和可行性分析,提出了以职业健康安全管理体系为基本框架,以PDCA循环为方法,以风险管理为主线,融入安全生产标准化的要素内容,并实现持续改进的融合体系.
Abstract
Occupational Health and Safety Management System(ISO 45001)is a modern international safety production management system issued by the International Organization for Standardization;the safety production standardization(GB/T 33000-2016)is a safety management system issued by China in order to improve the safety management level of Chinese enterprises.In recent years,the safety production standardization and occupational health and safety management system has been recognized by many enterprises and widely used,but it is not integrated,which greatly restricts the safety production work of enterprises and brings inconvenience to the safety management work of enterprises.Therefore,through the comparative analysis of the elements of the two management systems,the necessity and feasibility analysis of the integration,the integration system with occupational health and safety management system as the basic framework,PDCA cycle as the method,risk management as the main line,integrates the elements of safety production standardization,and realizes continuous improvement.
