常态化保供形势下我国煤矿安全生产主要问题及重点省份措施建议

摘要
随着我国煤炭生产由"阶段性应急保供"向"常态化稳产保供"转变,维护能源安全、稳定煤炭供应已成为晋陕蒙新等主要产煤地区政府的重要政治任务之一.2021 年下半年以来,全社会能源需求激增,煤炭供应偏紧,部分地区出现拉闸限电现象,对经济运行和民生稳定造成一定影响.深入分析了我国煤炭常态化保供形势下煤矿安全生产存在的问题和面临的形势,并就山西、内蒙古、陕西、新疆4 省(区)煤矿安全生产工作重点进行了剖析,提出了加强规划引领、加快转型升级、加大科技强安实施力度、强化瓦斯治理等6 项具体举措.
Abstract
Since the second half of 2021,there has been a surge in energy demand across society,with coal supply becoming tight,leading to power rationing and electricity restrictions in some regions,which have had certain impacts on economic operations and people's livelihoods.This article conducts an in-depth analysis of the problems and situations faced by coal mine safety production in China under the normalized coal supply guarantee situation.It also dissects key points of coal mine safety work in the provinces(regions)of Shanxi,Inner Mongolia,Shaanxi,and Xinjiang,and proposes specific measures.
