数字技术驱动我国煤炭产业智能绿色增长的理论逻辑和路径选择

摘要
煤炭产业作为我国重要的传统能源产业,是国民经济的重要组成部分.在第五次技术革命背景下,数字技术的发展催生出新的"技术-经济范式",智能绿色增长成为煤炭产业发展的根本要求.研究发现,数字技术通过推进煤炭产业智能化、绿色化转型,实现产业结构优化升级,进而驱动我国煤炭产业智能绿色增长.而随着数字技术在煤炭产业应用的深化,煤炭产业自身的限制、行业发展水平不平衡、技术创新水平不足等问题制约了数字技术的驱动作用.基于此,数字技术驱动煤炭产业智能绿色增长的路径应从放大煤炭产业自身优势、推动行业平衡发展、加大创新技术研究力度三方面展开.同时,提出应继续贯彻落实"抓大放小"政策、加大行业外部投资政策支持、完善国家数字化转型决策咨询制度等政策建议.
Abstract
As a crucial traditional energy industry in China,the coal industry is a crucial part of the national economy.In the context of the fifth technological revolution,the development of digital technology has spawned a new"technology-economic paradigm",and intelligent green growth has become the fundamental requirement of coal industry development.The study found that digital technology promotes the intelligent and green transformation of the coal industry,realizes the optimization and upgrading of the industrial structure,and then drives the intelligent green growth of China's coal industry.However,with the deepening of the application of digital technology in the coal industry,the driving role of digital technology is restricted by the limitations of the coal industry itself,the imbalance of the development level of the industry,and the insufficient level of technological innovation.Based on this,the path of digital technology to drive the intelligent green growth of the coal industry should be carried out from three aspects:enlarging the advantages of the coal industry,promoting the balanced development of the industry,and increasing the intensity of innovative technology research.At the same time,it is proposed that we should continue to implement invigorate large enterprises while relaxing control over small ones,increase the policy support for external investment in the industry,and improve the national digital transformation decision-making consultation system.
