摘要
国家生态文明建设示范县政策是中国生态文明建设的重要政策之一,该政策对绿色低碳发展的影响至关重要但尚未被考察.采用2011-2019年全国1 749个县的面板数据,以2017年开始的国家生态文明建设示范县试点该外生政策作为准自然实验,使用多期双重差分方法考察该政策对绿色低碳发展的影响.研究表明,国家生态文明建设示范县政策显著降低了示范县的碳排放,且在中西部地区、县级行政单元、财力水平高与通高速县的促进效果更为显著.机制分析发现,示范县政策主要通过优化产业结构和提升财力水平促进绿色低碳发展.因此,国家生态文明建设示范县的碳减排效果显著,为实现碳达峰和碳中和提供了有力支撑,为实现可持续发展作出了积极贡献.
Abstract
The policy of national demonstration county for ecological civilization construction is one of the important policies for ecological civilization construction in China,and its impact on green and low-carbon development is crucial,but it has not been studied.Based on the panel data of 1 749 counties in China from 2011 to 2019,the exogenous policy of national demonstration counties for ecological civilization construction was taken as a quasi-natural experiment,and the influence of this policy on green and low-carbon development was investigated by using the multi-period double-difference method.The research shows that the national policy of building an ecological civilization demonstration county has significantly reduced the carbon emissions of demonstration county.Moreover,in the central and western regions,county-level administrative units,counties with high financial level and fast speed,the promotion effect is more remarkable.The mechanism analysis shows that the model county policy mainly promotes green and low-carbon development by optimizing industrial structure and improving financial level.Therefore,the effect of carbon emission reduction in the demonstration counties of ecological civilization construction in China is remarkable,which provides a strong support for achieving the peak of carbon dioxide emissions and carbon neutrality and makes a positive contribution to the realization of sustainable development.
