摘要

"双碳"目标是中国为应对气候变化作出的重要战略举措,是为全球气候治理贡献的中国方案.新质生产力从强化技术创新驱动、优化产业结构布局、加快数字经济转型、践行绿色发展理念4个方面为"双碳"目标的实现赋能.现阶段实现"双碳"目标在社会认知、技术水平、政策法规和产业结构等方面上仍然面临着严峻的现实挑战,新质生产力的提出与"双碳"目标高度契合,是"双碳"目标实现的重要推力.以新质生产力赋能"双碳"目标实现的主要措施包括:①培养绿色低碳新型拔尖人才;②突破降碳减排新兴前沿技术;③健全碳市场碳交易制度;④建设新型能源体系.

Abstract

The"dual carbon"goal is an important strategic measure made by China to address climate change,and it is China's plan to contribute to global climate governance.At this stage,the realization of the"dual carbon"goal is still facing severe practical challenges in terms of social cognition,technical level,policies and regulations,and industrial structure,and the proposal of new quality productive forces is highly consistent with the"dual carbon"goal,which is an important driving force for the realization of the"dual carbon"goal.The new quality productive forces empowers the realization of the"dual carbon"goal from four aspects:innovation-driven,new industrial chain,digitalization and green transformation.The main measures to achieve the"dual carbon"goal with new quality productive forces include:① Cultivating new green and low-carbon top-notch talents,② Breaking through emerging cutting-edge technologies for carbon reduction and emission reduction,③ Improving the carbon market carbon trading system,④ building a new energy system.
