绿色金融发展对碳排放强度的影响研究——基于清洁能源示范省政策的实证检验

摘要
绿色金融和清洁能源示范省政策是促进能源结构调整、实现"双碳"目标的重大举措.以2005-2020年省级面板数据为基础,首先,分析了绿色金融对碳排放强度的影响;其次,将清洁能源示范省:宁夏、浙江、四川、甘肃、青海地区作为对照组,结合倾向匹配和双重差分模型,实证检验了清洁能源示范省政策对试点省份碳排放强度的影响.结果表明:①清洁能源示范省政策和试点地区的绿色金融发展水平均能够显著降低各地区的碳排放强度,效果好于非试点地区.②技术创新水平对实现降低碳排放强度有明显的中介效应.③清洁能源示范省政策在市场化水平和区域间存在显著差异.绿色金融的大力发展可促使可再生能源替代以提升碳排放效率,绿色金融手段成为促进各地能源结构调整的有效动力.
Abstract
The policies of green finance and clean energy demonstration provinces are significant measures to promote energy structure adjustment and achieve the"dual carbon"goals.This article analyzes the impact of green finance on carbon emission intensity using provincial panel data from 2005 to 2020;Secondly,the clean energy demonstration provinces of Ningxia,Zhejiang,Sichuan,Gansu,and Qinghai were used as control groups,and combined with propensity matching and double difference models,the impact of clean energy demonstration province policies on the carbon emission intensity of pilot provinces was empirically tested.The results show that:① The policies of clean energy demonstration provinces and the development level of green finance in pilot areas can significantly reduce the carbon emission intensity of each region,with better effects than non pilot areas.② The level of technological innovation has a significant mediating effect on achieving the reduction of carbon emission intensity.③ There are significant differences in the marketization level and regional policies of clean energy demonstration provinces.The vigorous development of green finance can promote the substitution of renewable energy to improve carbon emission efficiency,and green finance has become an effective driving force for promoting energy structure adjustment in various regions.
