摘要

随着我国构建适应新能源高占比的新型电力系统的进程不断加快,煤电机组正由传统发电资源向灵活性调节资源转型.而煤电机组的固定成本较高,当其发电空间进一步被缩小时,由于我国目前电力市场仍未能完全体现煤电的顶峰与调节价值,使得煤电机组成本难以回收,煤电机组灵活性改造的积极性不高.为保障煤电机组收益,促进煤电机组转型,构建了激励煤电机组提供灵活性调节能力的多种电价机制分析模型,从一部制尖峰时段稀缺电价、容量成本全部补偿电量成本竞争电价、容量成本部分补偿剩余融入电量成本竞争电价以及小型煤电机组一部制战略备用容量电价机制几种模式入手,设计了适用于不同电力市场环境下煤电机组的电量定价策略,为不同地区制定煤电机组补偿激励政策提供了理论依据.

Abstract

With the accelerating process of building a new type of power system that adapts to the high proportion of new energy,coal power units are transforming from traditional power generation resources to flexible regulation resources.While the fixed costs of coal power units are high,when their generation space is further suppressed,as China's current power market still fails to fully reflect the peak and regulation value of coal power,it makes it difficult to recover the costs of coal power units,and the incentive for flexibility transformation of coal power units is not high.In order to protect the income of coal power units and promote the transformation of coal power units,this paper constructs a variety of tariff mechanism analysis model to stimulate coal power units to provide flexibility in regulating capacity,starting from a system of peak hour scarcity tariffs,the capacity cost of full compensation for the cost of electricity competition tariffs,the capacity cost of partial compensation for the remaining integration into the cost of electricity competition tariffs,and a system of small coal power units in a strategic standby capacity tariff mechanism of several modes,and designing a system applicable to different power market environments.The power pricing strategies applicable to coal power units in different power market environments are designed,providing a theoretical basis for the formulation of compensation incentive policies for coal power units in different regions.
