摘要

新能源大规模并网对电力系统的灵活性资源产生了巨大的需求,充分发挥不同区域的资源优势有利于新能源消纳和电力系统减排.从两个方面进行优化:一是新能源机组报价报量参与市场,二是体现不同火电机组的技术特性,在此基础上构建以社会福利最大化为目标的省间调峰服务市场交易模型,并设置多种情景进行算例分析.结果表明:在省间调峰服务市场中考虑新能源机组报价可以提高系统新能源消纳率和机组收益;通过价格引导不同类型机组提供有差异的调峰服务可以有效提升系统效率,降低系统整体碳排放.根据结果提出了相关政策建议.

Abstract

The large-scale grid integration of new energy creates a huge demand for the flexibility resources of the power system,and the full exploitation of the resource advantages of different regions is conducive to the growth of new energy consumption and the reduction of power system emissions.The inter-provincial peaking service market trading model is constructed with the goal of maximizing social welfare,and optimizes the design of the trading mechanism in two aspects:one is the participation of new energy units in the market by quoting prices and quantities,and the other is the embodiment of the technical characteristics of different thermal power units.Based on this,a variety of scenarios are set up for example analysis,and the results demonstrate that:considering new energy unit offers in the inter-provincial peaking service market can improve the system's new energy consumption rate and unit revenues;and guiding different types of units to provide differentiated peaking services through prices can effectively improve system efficiency and reduce the overall carbon emissions of the system.Relevant policy recommendations are proposed based on the results.
