摘要
分别从国家制定煤炭价格阶段、煤炭价格双轨制阶段、逐步向市场化过渡阶段、市场化探索阶段、深化市场化改革阶段等5个阶段回顾我国煤炭价格机制改革历程,梳理煤炭价格与价值长期背离、发挥市场决定性作用的价格机制障碍未消除、煤炭真实价值的完全成本制度尚未形成等当前煤炭价格机制改革存在的问题,提出构建"长协煤价+市场煤价"的煤炭价格机制、规范中长期合同制度、完善煤炭完全成本、健全期现货市场等煤炭价格机制改革方向,以期为深化煤炭价格机制改革提供借鉴.
Abstract
This paper reviewed the reform process of China's coal price mechanism in five stages:the stage of national coal price formulation,the stage of dual-track system of coal price,the stage of gradual transition to marketization,the stage of marketization exploration,and the stage of deepening marketization reform.It sorted out the problems existing in the current reform of coal price mechanism,such as the long-term deviation between coal price and value,the obstacles of price mechanism that play a decisive role in the market have not been eliminated,and the complete cost system of real value of coal has not yet been formed.In order to provide reference for deepening the reform of coal price mechanism,this paper put forward the reform direction of coal price mechanism,such as constructing the coal price mechanism of"Long-term coal prices+market coal price",standardizing the medium and long-term contract system,improving the complete cost of coal,and improving the futures and spot market.
