摘要
在全球经济长期波动低迷和宏观环境日趋复杂的背景下,我国经济增长从高速发展向高质量发展转型.国有煤炭企业是保障我国能源安全的重要战略支撑力量,面对更加错综复杂的国内外环境,迫切需要通过强化内部管理、优化成本控制和提升管理水平,不断增强竞争力、创新能力、控制力、影响力和抗风险能力,实现效益的持续增长.对标管理作为国有煤炭企业提升管理水平的重要手段,通过寻找最佳实践并进行差距分析,采取针对性措施实现管理改进和创新,帮助企业在市场竞争中脱颖而出.详细阐述了对标管理的意义、国有煤炭企业对标世界一流管理存在的主要问题,并提出完善国有煤炭企业对标世界一流管理体系的建议,包括强化对标管理的组织保障、建立科学的对标指标体系、完善对标管理体系、强化对标管理与关键流程的融合、科学选取世界一流标杆企业、推进对标管理信息化建设、形成对标管理标准化常态化、建立对标考核与激励机制等内容.
Abstract
Against the backdrop of prolonged global economic volatility and increasingly complex macroeconomic environments,China's economic growth is transitioning from rapid development to high-quality development.State-owned coal enterprises are an important strategic support force to ensure China's energy security.Facing a more complex domestic and international environment,it is urgent to strengthen internal management,optimize cost control and improve management level,and constantly enhance competitiveness,innovation ability,control power,influence and anti-risk ability to achieve sustainable growth of benefits.Benchmarking management is an important means for state-owned coal enterprises to improve their management level,involves identifying best practices,conducting gap analyses,and implementing targeted measures for management improvement and innovation,thereby helping enterprises stand out in market competition.This paper elaborates on the significance of benchmarking management,the main issues faced by state-owned coal enterprises in benchmarking against world-class management,and proposes suggestions for improving the benchmarking management system of state-owned coal enterprises.These suggestions include strengthening organizational support for benchmarking management,establishing a scientific benchmarking indicator system,improving the benchmarking management system,integrating benchmarking management with key processes,scientifically selecting world-class benchmark enterprises,promoting the informatization of benchmarking management,forming standardized and normalized benchmarking management,and establishing benchmarking assessment and incentive mechanisms.
