摘要
国内"双碳"政策的细化与落实,使清洁安全高效的能源体系建设成为我国地方经济高质量发展的必然路径.清洁能源示范省政策与县域维度的碳排放的关联性是判断试点区域绿色经济发展的核心,一定程度上也反映了县域经济建设的质量.通过梳理2000-2020年县域面板数据,凭借多期双重差分(DID)模型,在县域层面视角下研究清洁能源示范省政策对碳排放的影响.研究结果表明:①清洁能源示范省政策能降低了试点县域地区碳排放的21.04％;②清洁能源示范政策通过提高企业科技创新水平,优化能源消费结构实现降低碳排放;③清洁能源示范省政策对胡焕庸线以西的县域碳减排作用的效果优于胡焕庸线以东地区;相较其他地区,长江经济带地区能更好地实现减排降碳的战略目标.因此,结合清洁能源示范省政策要求,以县域维度的政策设计为导向,因地制宜地丰富相关清洁能源示范省政策内容更加具有现实意义.
Abstract
The refinement and implementation of the"double carbon"policy,the construction of a clean,safe and efficient energy system is the inevitable path for the high-quality development of China's local economy.The correlation between clean energy demonstration provincial policies and carbon emissions at the county level is the core of judging the green economic development of pilot regions,and also reflects the quality of county economic construction to a certain extent.By combing the county panel data from 2000 to 2020 and using the multi-period Difference in Difference model,this paper studies the impact of clean energy demonstration provincial policies on carbon emissions from the county level perspective.The results show that:① the clean energy demonstration provincial policy can reduce the carbon emission of the pilot county area by 21.04％.② Clean energy demonstration policies reduce carbon emissions by improving enterprise scientific and technological innovation and optimizing energy consumption structure.③ The effect of clean energy model provincial policies on carbon emission reduction in counties west of Hu Huanyong Line is better than that east of Hu Huanyong Line;Compared with other regions,the Yangtze River Economic Belt region can better play the strategic goal of reducing carbon emissions.Therefore,combined with the policy requirements of clean energy demonstration provinces,it is more practical significance to enrich the relevant clean energy demonstration provincial policies according to local conditions,guided by the policy design of the county dimension.
