Resolution of the CPC Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization,adopted by the Third Plenary Session of the Twentieth Central Committee of the CPC,clearly defines adherence to deepening reform on the track of the rule of law as one of the six major principles for comprehensively deepening reform in the future.This represents a historic progress in the CPC members'reform consciousness in the new era and an important guarantee for implementing the"seven focuses"for the reform in the next stage.To promote the deepening of reform on the track of the rule of law,we should change the previous mindset of"demolishing before establishing"to"establishing before demolishing",highlight problem orientation,formulate the Party's internal regulations and laws in a targeted manner,and strengthen the consciousness of respecting clear rules and abandoning unwritten rules.We should break the false sense that illegal decisions can be made through collective decision-making and formal procedures,and that implementing leaders'decisions entails no legal responsibility.It is also necessary to pay attention to the third-party assessment reports on China's legal environment.
