Grassroots Corruption:Its Insidiousness,Complex Governance,and the Path of Disciplinary Governance:
The root of grassroots corruption lies in the rent-seeking behaviors deriving from the exclusive and private nature of position-based power.Rent-seeking of this kind,mainly realized by controlling key positions,regulating funds,and allocating resources,demonstrates the feature of insidiousness characterized by the hidden relationship in a complex power structure,the collective and industrial interaction,and diversified methods.In practice,we should govern power by the means of power and reasonably define the relationship between power and responsibility;we should govern power with the assistance of the people and strengthen the interaction between the masses and public institutions;and we should tactically discipline power,as the strategies to give full play to technical means have respective limitations in spite of positive significance.Governing power with discipline is an important and underpinning guarantee for cracking the insidiousness of grassroots corruption in an all-round way.To solve grass-roots corruption,we should focus on methods in the short term,systems in the medium term,and culture in the long term.Adhering to these three dimensions will promote the formation of a clean political ecology for grassroots governance.
