新疆义务教育师资配置的时空特征与优化路向

摘要
师资配置是动态的空间活动,也是义务教育优质均衡的前提条件.通过分析2011-2020年新疆城乡、地州义务教育师资配置数据,发现新疆义务教育师资配置水平在不断提升,城乡义务教育教师学历与职称均得到显著提高,各地州初中生师比历年波动较小,呈现中部高、四周低的负相关态势;小学生师比有一定起伏,呈现南高北低的正相关态势.从空间理论看,义务教育师资配置在外因空间上受到地区的政策、人口、经济影响,在交互空间中受到传统城镇化的城市虹吸效应、新型城镇化城乡统筹发展理念影响,在内因空间里受到师资再生产的空间秩序与内源发展导向的空间修复的影响.在此基础上实现义务教育优质均衡,师资配置应以空间外生为契机,形成更加精准的师资支持机制;以空间共生为理念,推动地区间优质师资有序流动;以空间内生为指向,持续赋能师资洼地的空间生产.
Abstract
Teacher allocation is a dynamic space activity,as well as a prerequisite for the balanced quality of compulsory education.This study analyzes the allocation data of compulsory education teachers in urban and rural areas and prefectures in Xinjiang from 2011 to 2020,and finds that the allocation level of teacher resources in compulsory education in Xinjiang is constantly improving,and the academic qualifications and professional titles of urban and rural compulsory education teachers have been significantly improved.The ratio of students to teachers in junior high schools have presented a negative correlation of high degree in the center and low degree in the periphery area;the ratio of students to teachers in primary schools fluctuates to a certain degree,presenting a positive correlation of high degree in the south and low degree in the north.From the space theory perspective,compulsory education teacher resources configuration on external space is impacted by the regional policy,population,economy;in the interaction space,it is impacted by the traditional urbanization urban siphon effect,new urbanization of integrated urban and rural development concept;in the internal cause space,it is impacted by teachers production space order and the influence of the endogenous development orientation of space renovation.On this basis,the quality balance of compulsory education should be realized.Teacher resource allocation should take the opportunity of space outsourcing as an opportunity to form a more accurate teacher support mechanism,promote the orderly flow of high-quality teachers between regions with the concept of spatial symbiosis,and guide the sustainable empowerment of teacher resources depression space production with space endogeny.
