Exploration on the Integration Mechanism of External Resources in the Rural Teacher Training System in Ethnic Areas:Case Study on Nujiang Lisu Autonomous Prefecture
The construction of an impartial,high-quality and sustainable rural teacher training system in ethnic areas requires the assistance of developed areas with teacher education,which is especially true in Nujiang Lisu Autonomous Prefecture,Yunnan Province.Nujiang Lisu Autonomous Prefecture is on separate policy list of"three regions and three prefectures"poverty alleviation.In recent years,provincial and municipal governments,universities,primary and secondary schools,training institutions,public welfare organizations and other external institutions in Beijing,Shanghai,Guangdong and other developed eastern regions have invested a lot of training resources in Nujiang Prefecture.As it is effective,while at the same time,there are also problems of insufficient organic integration of rural teacher training system components of external resources and training institutions,trainers,training courses,learning system and other ethnic areas,which are mainly reflected in the lack of adaptability,insufficient system,weak sustainability and less regeneration.From the perspective of institutional rational selection theory,the fundamental reason is that the system of foreign aid and recipients to promote the organic integration of external resources is not complete.Therefore,we need to build the system as the core of organic integration mechanism,the key point of which is to adopt the six systems of guidance,planning,incentive,supervision,evaluation and guarantee through the central level constitution rules,local and institutional level collective selection rules and individual level of operation rules,so as to promote the organic integration of external resources among the internal,between internal and external,and external areas of ethnic areas.
