Selection of Teachers for Hinterland High School Classes for Xinjiang Students:Analysis of the Interaction Between Policy Text Logic and Practice Logic
Through qualitative analysis,this paper examines the selection process for teachers being assigned to hinterland high school classes for Xinjiang students.The research finds the implementation of internal teacher selection is the result of the interaction between policy text logic and practice logic.At the level of policy design,with the goal of serving hinterland high school classes,the selection and assignment is constructed as the process of removing the original relationship situation of the internal teachers and upholding the administrative logic of emphasizing the implementation.At the policy implementation level,grassroots education departments,schools and individual teachers in Xinjiang are direct participants in the selection.Based on the practical conditions such as the institutional environment and the situation of daily life practice,the participating parties will interpret and evaluate this issue,and respond under the policy compliance framework with the practical logic negotiation of the least"loss"and"maximum"interests on their own routine activities.It is manifested as either passively"completing the task"or actively"seizing the opportunity".The existing system design and practice of the selection of internal teachers directly affect the implementation effect of the policy of post setting for internal teachers.In this regard,the study proposes action suggestions to improve the effect of policy implementation from three aspects:the first is to improve the policy design in the reproduction of the policy text content;the second is to fully consider the particularity of the work of internal teachers to build a compatible supporting task environment for policy implementation;the third is to establish an effective communication platform among various management subjects,so as to bridge the gap between policy formulation and policy implementation from time and space,and to achieve the communication between policy text and policy practice.
