水资源、水环境、水生态统筹治理研究进展

水资源、水环境和水生态统筹(三水统筹)治理作为习近平新时代中国特色社会主义思想在水治理领域的生动实践,对推动流域水生态环境持续改善、促进美丽河湖保护与建设具有重要指导意义.研究详细综述了以水资源、水环境和水生态为核心的水治理理论的发展基础、制度设计与绩效评估、关键路径与保障机制.最后指出未来"三水统筹"治理研究需解决"谁来统筹""统筹什么""怎么统筹""何时统筹""何地统筹"等基本问题,即"三水统筹"治理的理论框架须涵盖各项价值目标、制度设计、行为选择和条件环境等;协同主体类型须多样化,涉及政府、企业、公众和社会组织;协同方式基于"整体性"和"共享性"特征;完善水治理的学术脉络、政策实践及绩效评估.
Research progress on the overall management of water resources,water environment and water ecology
As a vivid practice of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the field of water governance,the overall governance of water resources,water environment and water ecology(three-water coordination)are important for promoting the continuous improvement of the water ecological environment in the basin and promoting the protection and construction of beautiful rivers and lakes.This study provides a detailed review of researches on the theoretical development foundation,system design and performance evaluation,critical paths and guarantee mechanisms focusing on water resources,water environment and water ecology.Finally,it concludes that the future"three-water coordination"governance should solve some of the basic issues such as"who will coordinate","what to coordinate","how to coordinate","when to coordinate",and"where to coordinate".That is,the theoretical framework of"three-water coordination"governance must cover various value objectives,system design,behavioral choices,and conditional environments;the types of collaborative entities must be diversified,involving governments,enterprises,the public,and social organizations;the collaborative approach should be based on"holistic"and"shared"characteristics;and the academic context,policy practice and performance evaluation of water governance should be improved.
