To address the limitation of traditional flood control method of managing municipal drainage and water conservancy drainage separately,this study proposes a spatial unit-based approach to rain and flood management that is tailored to the topographic features of river network in plain cities and the current flood control and drainage practices.This approach demarcates critical channels for flood control,urban flooding control,and drainage as boundaries,dividing different levels of spatial units,and employing distinct engineering methods for managing different levels of units,thus creating a multi-level co-governance system of"flood control-urban flooding control-drainage".The spatial unit management framework is applied to Ningbo City,with its Haishu area serving as an example for the implementation of the proposed method.The engineering effectiveness is verified through the Infoworks ICM model.The results indicate that the multi-level collaborative governance based on spatial units can streamline the rainwater flood system,couple flood control,urban flooding control,and drainage system engineering,and provide a reference for urban flood management in China.
