Mechanism of University Rights Protection Under Modem University System with Chinese Characteristics
In order to promote the construction of a modern university system with Chinese characteristics and to boost the modernization of higher education through the institutional construction and based on the theory of institutional change,the paper analyzes the issue of university rights protection from three aspects of.legal rights,moral rights and customary rights and proposes that the"trump card"rights of the universities in the new era be determined to guarantee the autonomy of the universities,the relationship between rights and powers,principles and rules be clarified to accurately grasp the essence of the rights of modern universities and the constitutional rules of choice be established through the construction of university charters to improve the modernization of the internal governance system and the governance capacity of universities.
