为科学评价江苏省工业生态效率,促进江苏省生态文明建设,选取基于松弛值测算模型(super-efficiency and slack-based measure,Super-SBM)测算江苏省各城市2013-2023年的工业生态效率,采用Malmquist指数方法揭示江苏省工业生态效率的动态变化趋势。研究结果表明:从现状上看,2023年江苏省总体工业生态效率值为0。860,城市最高效率值达到1。114(南通),最低仅0。337(盐城);从区域间对比来看,2023年苏中地区工业生态效率最优,苏南次之,苏北最差;2013-2023年江苏省工业生态效率整体呈上升趋势,苏南、苏中和苏北区域的工业生态效率也呈现相同的演变特征;技术进步是促进江苏省工业生态效率提升的最大驱动因素。建议采取企业技术创新、优化产业结构、完善企业环境制度、合理配置工业资源和加强区域交流合作等措施提升江苏省整体工业生态效率。
Evaluation of Industrial Eco-efficiency in Jiangsu Province and Countermeasures
In order to evaluate the industrial eco-efficiency and promote the construction of ecological civilization in Jiangsu Province,the super-efficiency slack-based measure(Super-SBM)model is used to estimate the industrial eco-efficiency of various cities in Jiangsu Province from 2013 to 2023,and the dynamic change trend of industrial eco-efficiency in Jiangsu Province is revealed by using Malmquist index method.The results show that from the current situation,the overall industrial ecological efficiency value of Jiangsu Province in 2023 is 0.860,and the highest urban efficiency value is 1.114(Nantong),while the lowest is only 0.337(Yancheng).From the perspective of inter-regional comparison,in 2023,the industrial ecological efficiency in Central Jiangsu is the best,followed by that in southern Jiangsu and that in northern Jiangsu is the worst.From 2013 to 2023,the industrial eco-efficiency in Jiangsu Province showed an overall upward trend,and the industrial eco-efficiency in southern,central and northern Jiangsu regions also showed the same evolution characteristics.Technological progress is the biggest driving factor for the improvement of industrial eco-efficiency in Jiangsu Province.It is suggested that such measures be taken as the enterprise technological innovation,the optimization of industrial structure,the improvement of enterprise environment system,the rational allocation of industrial resources,and the consolidation of regional exchanges and cooperation to improve the overall industrial ecological efficiency.
