Common Responsibility of the Party and the Administration for Food Security in the New Era:Strategic Analysis and Path Selection
In order to explore the implementation of the common responsibility policy of the party and the administration for food security in the new era and based on the evolution and the strategic background of food security policies from 1994 to 2021,this paper clarifies the meanings of such policy in the new era in the food security work and analyzes the values this policy has in three aspects of the Party's original aspiration and mission,the ensuring of the market order and the maintenance of the stability of the situation.Research shows that food security is the foundation of current national development and it is imperative to fully implement the common responsibility policy.Finally,to promote the continuous improvement of the food security responsibility system,suggestions are put forward to further strengthen the main responsibility of local party and administration officials,promote collaborative development among different regions,improve regional supply guarantee indicators,and implement the reward and punishment mechanisms for governance effectiveness.
