我国普惠性托育服务政策的执行受到政策文本质量及各种外部因素的影响.基于史密斯政策执行过程模型的理论视角,从政策文本、执行主体、目标群体及执行环境四方面审视我国普惠性托育服务政策执行的过程,发现政策的执行存在偏差,具体表现为政策文本的工具模糊与地位架空消解执行的力度、执行机构的联动不畅与主体受限导致执行的偏度、目标群体的托育服务供需矛盾拖延执行的进度、执行环境的恶性竞争和资金紧缺制约执行的效度.要破解政策执行偏差,应将细化顶层设计、强化管理机制、弱化供需矛盾和优化环境系统等作为突破路径,以期为我国普惠性托育服务政策的相关研究提供理论参考.
The implementation of the universal childcare service policy in China will be affected by the quality of the policy text and various external factors.Based on Smith theory perspective of policy implementation process model,from the policy text,implementation subject,target group and the implementation environment of the process of universal nursery service policy implementation,found that the policy implementation deviation,specifically:the tool of fuzzy and status of policy text overhead digestion execution,enforcement of linkage and subject limited deviation,target group of nursery service supply and demand contradiction delay the implementation progress,execution environment of vicious competition and capital constraints of validity.In order to solve the deviation of policy implementation,it is necessary to refine the top-level design,strengthen the management mechanism,weaken the contradiction between supply and demand,and optimize the environmental system,in order to provide theoretical reference for the relevant research of China's universal childcare service policy.
