A Study on the Characteristics of Responsibility Subjects in China's Family Education Policy from the Perspective of Policy Tools
Using NVivo software to code 52 family education policy texts,it was found that family education policies had problems such as the lack of capacity-building tools,the imbalance of authority commands,system changes,and capacity-building tools,the lack of prominence of the main body of family responsibility,and the ambiguity of the boundaries of the rights and responsibilities of the main body of family education policies.Based on this,the following strategies were proposed:optimizing the structure of policy tools and increasing the use of capacity-building tools;balancing the internal structure of policy tools and paying attention to the combined effect of tools and goals;implementing the scope of responsibilities of each main body and strengthening the main responsibility of the family;clarifying the boundaries of rights,responsibilities,and interests of the main bodies of family,school,government,and society.These strategies can help improve the educational ability of modern families and promote the effective development of family education.
