Resource Allocation in Process of Universal and Inclusive Preschool Education in Urban and Rural Areas——The Perspective of Examining Compulsory Education
With the decline in the number of births,the allocation of urban and rural preschool education resources has reached an inflection point in the balance between supply and demand,requiring a shift from the previous value choice of universalization as the main line of emphasis to the co-ordination of educational fairness,educational co-prosperity and high-quality development of education in the process of universalization.Based on the fact that China's compulsory education has completed the nearly century-long road to universalization in western developed countries in 15 years,its rich experience in governance has a mirroring significance for urban and rural preschool education resource allocation.The number of kindergartens in urban and rural areas maintains institutional rational thinking and strengthens the construction of a public preschool public service system based on publicly funded kindergartens;scale allocation pursues moderation to provide flexibility in the provision of benefits to drive process equity and prerequisite quality;spatial allocation should be guaranteed close to the kindergartens,explores the advantages of rural location resources close to the location;urban and rural preschool education resources allocation is dominated by the the government with multi-agent participation in the promotion of balanced development of urban and rural education under the common wealth.
