A New Model for the Government to Assist Rural Industry Revitalization
The key to rural revitalization is industrial revitalization.To achieve rural industrial revitalization,Qin-gyuan City in Guangdong Province has launched the Village Micro-enterprise Innovation and Development Programme(the Development Programme)on a pilot basis.At present,the Qingyuan Model of the Development Programme is pro-gressing steadily and has achieved good results.Different from previous short-term S&T programmes and training-type projects,the Qingyuan Model breaks the traditional path of government financial input.It innovatively organises ele-ments such as government financial inputs,social capital and experts'S&T resources,and takes realistic technology and business needs as its handles,and through the operational mechanism of marketization of organisation,platformization of service subjects,specialisation of service platforms,precision of technological services and ecological support for in-dustries,it links the elementary resources of each subject and enhances the endogenous power of rural industries,thus effectively empowering the revitalization of rural industries.This paper suggests that the policy environment for the im-plementation of the Qingyuan Model should be continuously optimised,and the benefit linkage mechanism should be improved to further enhance the impact of the Qingyuan Model.
