The data element market is booming,but the national data property rights system has not yet been formed,and the legal basis for data ownership confirmation is lacking,so it is urgent to establish a trust mechanism for data ownership in data transactions to promote the construction of a credible data circulation system.In practice,the Ganjiang Notary Office of Nanchang City,Jiangxi Province took the lead in completing the first notarization registration of data resources in the country.Theoretically,data holding notarization can build a reliable market trust mechanism,promote the release of the value of data ele-ments,and promote the process of data rights confirmation.Notarization is a statutory certification activity,which can meet the needs of credit enhancement in the process of data transactions,reduce transaction costs and transaction risks,and can also provide a basis for data value evaluation and help the governance of data elements.The notarization of data retention shall adopt a review mode that combines form and sub-stance.The data holding notarization system and the data property rights registration system can coexist,providing multiple choices for the market.
